Importing into Canada
Typically the courier or Canada Post clears the shipment, pays the assessed amount and recovers it from you, usually together with a brokerage fee of its own. CBSA does not set those brokerage fees. If a prepaid-duty option is offered at checkout, those government charges would be included there instead.
Low-value relief depends on how the parcel arrives
Under the Courier Imports Remission Order, courier shipments from the United States or Mexico can be duty-free up to CAD 150, with tax relief only up to CAD 40. Postal shipments, and courier shipments from elsewhere, sit at a lower CAD 20 threshold for both duty and tax. Confirm the live figures on the CBSA low-value shipment page before you rely on them.
GST is calculated on the duty-paid value
Most goods imported into Canada attract the 5% federal GST, charged on the duty-paid value of the shipment rather than on the purchase price alone. Residents of participating provinces are charged the HST rate instead.
The province where it clears decides the provincial tax
This catches people out. Provincial tax follows the province where the courier releases the goods, not where you live. A shipment to a Quebec address released by a courier in Ontario is not charged Quebec sales tax, and the remaining provincial portion becomes something you self-assess to Quebec.
Buying it yourself keeps it a personal import
CBSA treats goods as casual, meaning personal, when you buy them for your own use and have a courier ship them on your behalf. That is exactly how forwarding works, and casual importers are not required to hold an importer business number.
